UNDERSTANDING THE ROLE AND GOOD PRACTICES OF UNIVERSITY GOVERNING COUNCILS
The Authority on Wednesday 18th June 2025 organised a workshop on the theme ’Understanding the Role and Good Practices of University Governing Councils”. This workshop is specifically design to deepen the understanding and promote excellence in university governance.
The programme was highly attended by the Minister of Higher Education Research Science and Technology, the Permanent Secretary, Chairpersons of Governing Councils, Members of University Governing Councils, Vice Chancellors and Provosts.
The Chief Executive Officer of NAQAA Dr. Momodu L. Tarrro welcomed the participants and said the objective is to expand the collective understanding of university governance, share good practices, and strengthen the oversight role of Governing Councils in driving quality, accountability, and institutional growth.
The Honourable Minister of Higher Education Research Science and Technology Prof. Pierre Gomez delivered the keynote address stating that membership is not just an appointment; it is a call to national duty. It requires integrity, vision, humility, and an unwavering commitment to the public good. Council members are the custodians of the institutional vision, the stewards of accountability, and the architects of sustainable higher education systems.
Our higher education landscape is evolving rapidly. We face the dual pressures of rising student
enrolment and constrained public funding. We are challenged by calls for greater relevance,
quality, and accountability in the delivery of university education.
In this context, the role of University Governing Councils must be more than ceremonial. It must
be deliberate, informed, ethical, and forward-looking. Councils must serve as effective
oversight bodies balancing autonomy with accountability, strategic direction with operational
independence governance.
First and foremost is the respect for academic autonomy. University Governing Councils must protect the independence of academic decision-making while ensuring that such decisions align with the institution’s strategic direction and are subject to appropriate accountability. Equally important is the need for robust performance oversight. Councils should establish clear and measurable targets, accompanied by regular reviews of both academic and managerial outcomes to ensure continuous improvement. Effective governance also requires a strong commitment to academic investment; budgetary allocations must prioritize teaching, learning, and research as the core functions of the university. In addition, Councils are encouraged to engage strategically with external stakeholders, building productive partnerships with industry, international institutions, alumni, and development partners to enhance the university’s reach and relevance. Finally, the credibility and impact of a Governing Council rest on the ethical standards of its members. Integrity, confidentiality, and a deep sense of public service must guide all actions and decisions.
In conclusion he stated the future of our nation depends in no small measure on how well we govern our higher education institutions. This workshop offers us an opportunity to reflect, recalibrate, and recommit ourselves to the principles of good governance in university education.
